The position of Director of Organization (today known as Vice President – Organization) was introduced in 1943. Prior to that, the parade was organized by John Loye with the elected executive and designated marshals. The first person to hold the title of Parade Director was William C. Hickey. The first person to hold the title of Vice President – Organization following the 2001 constitutional revisions was Stephen M. Dowd. On October 18, 2002 Mr. Dowd passed away unexpectedly. After a period of mourning and reflection the Executive Committee asked Deputy Parade Director Kenneth Quinn to serve the organization as interim Vice President – Organization for the 2003 Parade, a position he was subsequently elected to in April 2003 and held through the end of April 2007.
